TITLE III: ADMINISTRATION
39: PARK AND RECREATION ADVISORY COMMISSION
39. Park and Recreation Advisory Commission.
Subdivision I. Policy and purpose. The park and recreation advisory commission is established to promote the systematic, comprehensive development of park facilities and recreational activities necessary for the physical, mental, emotional, and moral health and well-being of the residents of the city.
(A) Duties of the commission. The park and recreation advisory commission advises and makes recommendations to the city council in matters pertaining to park and recreation programs in the city.
(B) Membership. The park and recreation advisory commission shall consist of five members and may be up to eight members.
(1) One member shall be selected from the City of Osakis Business Community, and may include a business owner or employee of a business located within the City of Osakis.
(2) At least two of the members appointed shall be at large and residents of the City of Osakis (may be students in a junior or senior high school at the time of their appointment).
(3) Two or more members of the Commission need not be residents of the city.
(4) The Commission shall include at least one, but not more than two councilmembers.
(5) The members shall be appointed and removed by the Council at its discretion.
(C) Terms, vacancies and oath.
(1) Both original and successive appointees shall hold their offices until their successors are appointed and qualified.
(2) Vacancies shall be filled by the Council.
(3) Before entering upon the discharge of his or her duties, every appointed member shall take an oath that he or she will faithfully discharge the duties of his or her office.
(D) ORGANIZATION; MEETINGS.
(I) Officers. The Commission shall elect a Chairperson from among its appointed members for a term of 2 year; and the Commission may create and fill other offices as it may determine. The Secretary shall be elected by the Commission and is for a 2-year term.
(E) Meetings, records and repotts.
(1) The Commission shall hold meetings when required.
(2) It shall adopt rules for the transaction of business and shall keep a record of its resolutions, transactions and findings, which record shall be a public record.
(3) The Commission shall submit to the City Council a repoti of its work.
(4) Expenditures of the Commission shall be within amounts appropriated for the purpose by the City Council.
