Call to Order
The Todd County Board of Commissioners met in the Commissioner’s Board Room in the City of Long Prairie, MN on the 21st day of February, 2023 at 9:00 a.m. The meeting was called to order by Chairperson Neumann. The meeting was opened with the Pledge of Allegiance. All Commissioners were present.
Approval of Agenda
On motion by Erickson and second by Denny, the following motion was introduced and adopted by unanimous vote: To approve the agenda as presented.
Consent Agenda
On motion by Becker and second by Noska, the following motions were introduced and adopted by unanimous vote:
To approve the Todd County Board of Commissioner’s Meeting Minutes for February 7, 2023 as presented.

To hire Doug Rakow for FT Deputy in the Sheriff’s Dept with starting pay at a Grade 10, Step 2, $28.48/hr; a start date is to be determined.
To approve the resignation of eligibility worker Connie Helgeson, effective February 22, 2023
To approve Steven McCoy to fill the Financial Support Services Manager position. Grade 13, Step 1 at $32.62. Start Date: TBD
To approve Hilary Tumberg to fill the open Waiver Supervisor position. Grade 13, Step 4 at $35.64. Start Date: TBD
Auditor-Treasurer
On motion by Denny and second by Erickson, the following motion was introduced and adopted by unanimous rollcall vote: To approve the Commissioner Warrants number (ACH) 402393 through 402418 in the amount of $19,905.23 and (Regular) 56717 through 56765 in the amount of $77,411.45 for a total of $97,316.68.
On motion by Erickson and second by Becker, the following motion was introduced and adopted by unanimous rollcall vote: To approve the Health & Human Services Commissioner Warrants number (ACH) 803690 through 803769 and (Regular) 710140 through 710215 for a total of $99,692.54.
On motion by Noska and second by Denny, the following motion was introduced and adopted by unanimous rollcall vote: To approve the Health & Human Services SSIS Warrants number (ACH) 600846 through 600861 and (Regular) 517226 through 517251 for a total amount of $94,620.33.
Long Prairie Area
Chamber of Commerce
On motion by Erickson and second by Becker, the following motion was introduced and adopted by unanimous vote: To approve waiving the rental and utility fees for the MS Tram event organized by the Long Prairie Area Chamber of Commerce at the Todd County Fairgrounds on July 27 & 28, 2023.
Board of Commissioners & SWCD
Supervisor Joint Meeting
On motion by Noska and second by Denny, the following motion was introduced and adopted by unanimous vote: To suspend the current meeting to allow for the Joint Meeting with the SWCD Supervisors to be held.
Separate minutes of the Joint Meeting are attached.
On motion by Denny and second by Noska, the following motion was introduced and adopted by unanimous vote: To resume the regular board meeting.
University of Minnesota Extension
Brenda Miller, U of M Extension Educator – Agriculture Production Systems/Livestock provided a program update to the County Board.
Public Works
Todd County Engineer, Loren Fellbaum, provided an announcement from Region 5 Development Commission regarding a 2027 Federal Surface Transportation Block Grant Program for Todd County’s State Aid Highway #11 Project.
On motion by Becker and second by Erickson, the following motion was introduced and adopted by unanimous vote: To set the 2023 Spring Road Meeting for April 3, 2023 at 9:00 a.m. at Public Works Northern Shop.
On motion by Erickson and second by Denny, the following motion was introduced and adopted by unanimous vote: To approve the purchase of a 2023 Chevrolet Silverado 3500 from North Country GM for $52,760.66 per the attached state bid quote.
County Attorney
On motion by Becker and second by Denny, the following motion was introduced and adopted by unanimous vote: Approve the 2023 Agreement for Prosecution Services with the Cities of Burtrum, Grey Eagle, West Union, Clarissa, Eagle Bend, Bertha, and Hewitt.
Solid Waste
On motion by Erickson and second by Noska, the following motion was introduced and adopted by unanimous vote: Authorize solid waste director to sign Agreement with WSN for final cover design and bidding services.
On motion by Erickson and second by Denny, the following motion was introduced and adopted by unanimous vote: Authorize solid waste department to retain Barr Engineering for PFAs evaluation as part of a consortium of landfills, and proceed with other necessary actions to perform PFAs sampling and analysis.
Health & Human Services
On motion by Becker and second by Noska, the following motion was introduced and adopted by unanimous vote: To approve the out of state travel request for David Determan to attend the National Preparedness Summit for $2,250 via the COVID Response Grant.
Administration
On motion by Erickson and second by Becker, the following motion was introduced and adopted by unanimous vote: To approve the one-time six (6) month extension of probation for Employee #998.
County Auditor-Treasurer’s Report
The County Auditor-Treasurer reported on meetings attended including the recent MACO Conference and preparations are moving forward for the 2023 Property Tax Statement calculations.
County Attorney’s Report
The County Attorney reported on office status and contingency planning due to pending weather.
County Commissioner’s Report
The Commissioners reported on meetings and events attended.
County Coordinator’s Report
The County Coordinator reported on meetings and events attended.

The Todd County Board of Commissioners met in the Commissioner’s Board Room in the City of Long Prairie, MN on the 21st day of February, 2023 with all Board of Commissioner members present and SWCD Supervisors Buchholz, Katterhagen and Williamson present and SWCD Supervisors James and Wendel absent.

Annual Report 2022
On motion by Katterhagen and second by Buchholz, the following motion was introduced and adopted by unanimous vote: To adopt the final revision of the Todd County SWCD 2022 Annual Report as presented and posted on the County website.
Long Prairie River Watershed MOA
On motion by Katterhagen and second by Buchholz, the following motion was introduced and adopted by unanimous vote: To approve the signing of the Long Prairie River Watershed MOA which adds Ottertail County to the Collaboration.
General Discussion
The Todd County Annual Feedlot Meeting & Farmer Appreciation Dinner is scheduled for Wednesday, March 15, 2023 at Clarissa Ballroom, Clarissa from 10 a.m.-2 p.m. for those interested in attending.

On motion by Buchholz and second by Katterhagen, the SWCD Board adjourned the joint meeting by unanimous vote.
On motion by Erickson and second by Denny, the Todd County Board of Commissioners adjourned the joint meeting by unanimous vote.
