Public Comment
Reginald Lambrecht addressed the County Board regarding the current mental health crisis situations in our communities.
Tammy Cebulla spoke regarding the request for Opioid funding and to request the County Board’s support of the LPGE Post Prom event.
Call to Order
The Todd County Board of Commissioners met in the Commissioner’s Board Room in the City of Long Prairie, MN on the 2nd day of April, 2024 at 9:03 AM. The meeting was called to order by Chairperson Becker. The meeting was opened with the Pledge of Allegiance. All Commissioners were present.
Approval of Agenda
On motion by Neumann and second by Noska, the following motion was introduced and adopted by unanimous vote: To adopt the agenda as presented with the addition of item 4.6 Thunder Lodge Liquor License.
Consent Agenda
On motion by Denny and second by Noska, the following motions and resolutions were introduced and adopted by unanimous vote:
To approve the Todd County Board of Commissioner’s Meeting Minutes for March 19th, 2024 as presented.
To approve the resignation of Jeremy Puff effective 02/25/2024.
To approve the resignation of Ariana Don effective 02/28/2024.
Hire Nathan Cossentine as Full Time Deputy start date TBD Grade 10 step 8 $35.02.
To hire Whitney Wilson to fill the open Care Coordinator position. Grade 10 Step 2, $28.91/hr. Start date: TBD
To approve an On Sale and Sunday Liquor License for Thunder Lodge, Inc at the address of 22056 US 71, Long Prairie, MN in Long Prairie Township effective April 1, 2024 through March 31, 2025.
Auditor-Treasurer
On motion by Byers and second by Neumann, the following motion was introduced and adopted by unanimous rollcall vote: To approve the March 2024 Auditor Warrants number (ACH) 903967 through 904015 in the amount of $474,187.27 (Manual) 939 through 946 in the amount of $45,110.73 and (Regular) 242356 through 242455 in the amount of $318,284.69 for a total of $837,582.69.
On motion by Noska and second by Denny, the following motion was introduced and adopted by unanimous rollcall vote: To approve the Commissioner Warrants number (ACH) 403128 through 403150 in the amount of $15,344.09 and (Regular) 57877 through 57914 in the amount of $88,548.27 for a total of $103,892.36.
On motion by Byers and second by Denny, the following motion was introduced and adopted by unanimous rollcall vote: To approve the Health & Human Services Commissioner Warrants number (ACH) 805186 through 805216 and (Regular) 711750 through 711811 for a total of $117,148.19.
On motion by Denny and second by Neumann, the following motion was introduced and adopted by unanimous rollcall vote: To approve the Health & Human Services SSIS Warrants number (ACH) 601230 through 601235 and (Regular) 517769 through 517787 for a total amount of $20,216.50.
Hands of Hope Resource Center
On motion by Denny and second by Byers, the following resolution was introduced and adopted by unanimous vote:
April 2024 Sexual Assault Awareness Month Proclamation
WHEREAS, Sexual Assault Awareness Month calls attention to the fact that sexual violence is widespread and impacts every person in every community, and;
WHEREAS, Sexual Assault Awareness Month aims to raise public awareness about sexual abuse, harassment, and assault and educate communities about how to be involved in prevention, and;
WHEREAS, this year’s Sexual Assault Awareness Month campaign theme, Building Connected Communities, calls on each of us to work together to prevent sexual abuse, harassment, and assault. We believe when anyone experiences sexual violence, every community member is affected, and;
WHEREAS, by striving to build more connected, respectful, and inclusive communities to promote our collective well-being and protect the risk of sexual violence, we believe all of our communities will be safer and stronger by making them more equitable for people of all gender identities and sexual orientations, races and ethnic backgrounds, ages, faiths, and abilities.
NOW, THEREFORE BE IT RESOLVED, that we must strive to create strong, connected communities that take care of one another and make decisions to ensure the safety and well-being of others to end sexual violence, and;
BE IT FURTHER RESOLVED, that the Todd County Board of Commissioners does hereby proclaim April 2024 as Sexual Assault Awareness Month and to support and promote the Building Connected Communities campaign as an opportunity for our community to join with others around the world in committing to prevent sexual abuse, assault, and harassment.
Great River Regional Library
Karen Pundsack, Amanda Wehrspann and Cathy Perish provided an updated of the 2023 Great River Regional Library activity for discussion with the County Board.
Ditch/Ag Inspector
On motion by Noska and second by Denny, the following motion was introduced and adopted by unanimous vote: Acting as Ditch Authority, acknowledge receipt of a Hold Harmless Agreement petiton to clean a section of CD33 on parcels 20-0022800 & 20-0022600 - Reynolds Twp section 20.
Health & Human Services
On motion by Neumann and second by Noska, the following motion was introduced and adopted by unanimous vote: Approve the identified Care Coordinator personnel.
On motion by Denny and second by Byers, the following motion was introduced and adopted by unanimous vote: Approve the elimination of the Registered Nurse job description.
On motion by Byers and second by Denny, the following resolution was introduced and adopted by unanimous vote:
A RESOLUTION ESTABLISHING SUPPORT TO SEEK FUNDING FROM SOURCEWELL FOR MENTAL HEALTH CO-RESPONSE AND JAIL PROGRAM GROWTH IN REGION V
WHEREAS, Sourcewell, is providing community impact funding for the Counties in Region V that address mental health needs, and;
WHEREAS, the Social Service and Public Health agencies of Cass, Crow Wing, Morrison, Todd, and Wadena Counties work to help individuals in the midst of a mental health crisis,
WHEREAS, funding will aim to avoid continued law enforcement contacts, reduce officer call time, decrease involvement with the justice system including the County Attorney’s Office, and aim to reduce the strains on local Emergency Departments and;
WHEREAS, counties have been successful with co-response models in the community of collaborating with law enforcement on calls in real time and/or completing follow up visits after law enforcement has occurred, and;
WHEREAS, increased mental health programming in the jails counties has helped justice-involved individuals receive support, and;
WHEREAS, the continued demand and need for mental health services through law enforcement contact and in jails is increasing, and;
WHEREAS, counties have and are currently working on ways to meet the growing demand, and:
NOW, THEREFORE BE IT RESOLVED, that the Todd County Board of Commissioners approves the Sourcewell Community Impact funding application submitted by Todd County Health and Human Services on behalf of the Region V Counties to apply for Sourcewell’s Impact funding to develop and enhance our mental health co-response and jail programing to meet the needs in each county.
On motion by Neumann and second by Byers, the following motion was introduced and adopted by unanimous vote: To voluntarily terminate the delegation agreement with the Minnesota Department of Health for its noncommunity public water systems as of April 30, 2024.
On motion by Denny and second by Noska, the following motion was introduced and adopted by unanimous vote: To approve the Opioid Settlement funding request for Wellness in the Woods to provide peer support in the jail.
On motion by Byers, the Opioid Settlement funding request to LPGE post prom was tabled to gather further information from an auditing standpoint and from an itemization standpoint for potential revisit at the April 16th board meeting.
County Auditor-Treasurer’s Report
The County Auditor-Treasurer reported that the 2024 Property Tax Statements have been mailed, the annual audit continues with CLA and reminded that the TCDC Annual Dinner is happening on April 11th, 2024 and the Commissioners are all invited to attend.
County Attorney’s Report
The County Attorney is pleased with the interest in their open position and remaining steady with some high-profile casework.
County Coordinator’s Report
The County Coordinator has been meeting with many to learn about Todd County and projects in progress including TCDC, Facilities, Emergency Management, Extension and Expo building tour. The Coordinator also attended the AMC Leadership Summit.
County Commissioner’s Report
The Commissioners reported on meetings and events attended.
Commissioner Denny attended the Crow Wing Watershed, Prairie Lakes, Emergency Services, and GRRL meetings.
Commissioner Becker attended the Annual Feedlot, Facilities, Safety, Personnel, AMC Leadership Summit meetings.
Commissioner Noska was on vacation and has received calls regarding the new tax and valuation statements.
Commissioner Neumann attended the SRWD, CPT, Personnel, AMC Leadership Summit meetings.
Commissioner Byers attended the Facilities, Safety, AMC Leadership Summit meetings.
A reminder that the Osakis Lake Improvement District Public Hearing is coming up on April 16th, 2024 at 6:00 p.m. at the Osakis School Auditorium.
